Eighteen of Mr. Dolan’s 27 years as a law enforcement officer have been spent in North Carolina. Five of those years were with the Raleigh Police Department. Mr. Dolan has held the position of chief of the Grand Rapids, Mich., Police Department for the past nine years. The Grand Rapids Police Department has a staff of 472 to serve a population of nearly 200,000. He was chief of the Lumberton Police Department from 1992 to 1998. Mr. Dolan served as chief of the North Carolina Department of Human Resources Police Department at Black Mountain from 1987 to 1992. He was named the most outstanding graduate of the Raleigh Police Academy in 1982 and served Raleigh for five years, leaving for Black Mountain in 1987 with the rank of first-class police officer. He began his law-enforcement career in 1980 as a Buncombe County deputy sheriff. The New York native earned an associate degree in law enforcement from Palm Beach Community College, a bachelor’s degree in criminal justice from Western Carolina University and a master’s degree in organizational leadership from the University of North Carolina at Pembroke.
